Queens Borough Public Library, a private non-profit corporation located in Queens, New York, is a national and international leader in the delivery of public library service. The Queens Library includes 63 public libraries with 1,700 employees.
Reporting directly to the Chief Operating Officer, the Director of Adult Education and Training will develop, lead, manage and coordinate all aspects of formal and informal adult learning services including, but not limited to, literacy initiatives, ESOL, workforce development, online educational offerings, GED, pre-GED, and Adult Basic Education. Ensures that the Queens Library continues to offer innovative, highest quality programs to the residents of Queens. This position is responsible for the assessment of program effectiveness and managing development and support for outcomes and measuring outputs. Provides vision for all aspects of adult learning services. Works with public service teams and senior managers to plan and create comprehensive service plans and strategic goals for enhancing and expanding adult learning opportunities. Uses latest technology to develop and deliver high-quality, effective (measurable) adult learning programs and services. Manages online educational service offerings (envisions, enhances, develops, plans and implements). Oversees major grant funded programs and initiatives including Literacy Zones, Workforce Investment Act services and Connected Communities (BTOP) grant programs. Works with staff and COO to develop sustainability plans for effective programs that need to be enhance/replicated. Develop and assist in identifying and preparing grant requests. Monitors grant applications and is responsible for supervising grant funding, spending/procurement and compliance. Implements grant activities. Works with grant staff in QL and QLF to set priorities for funding and sustainability. Works with Finance staff to ensure financial elements pertaining to grant spending and reporting are appropriately aligned. Monitors, develops and enhances comprehensive means of assessment and outcome tracking. Provide reporting on programs as needed and required. Manages, trains, and develops a mid to large size staff in various locations throughout Queens. Recommends educational and staff development policies. Partners with the General Counsel?s office to prepare contracts as needed. Liaises across QL departments for program related functions. Maintains accurate and current database of participants and grants information. Alerts COO to any problems or concern regarding programs or grant funding/compliance. Performs site visits to various centers and classes. Represents Queens Library at meetings of NYC, NYS, federal and international literacy providers, conferences and inter-agency meetings. Maintains programmatic partnerships. Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Master’s Degree required. (8) years of experience in an administrative and managerial capacity of traditional and non-traditional adult educational programs required. Must have government grant writing and program implementation experience. Must be detail oriented with the ability to work with a diverse population. Excellent interpersonal communication skills (written and verbal) required. Must have knowledge and experience working with and developing new trends in adult learning instruction including new GED requirements and ESOL techniques. Must have the ability and experience in managing and supervising all levels of staff. Excellent organizational skills required. Must have demonstrated experience and understanding with preparing financial reports. Intermediate knowledge of MS Word and MS Excel required.
